LOOK! THERE GOES LIVERPOOL'S COUNCIL TAX
The line-up is being pulled together for this year's Liverpool Summer Pops, an event which the council has already budgeted for on the basis that city residents will be underwriting a half a million quid loss on. Considering the tab is going to be picked up by the council, they do seem to be trying to come up with a fairly interesting bill (perhaps because they don't have to worry about making it pay?): A-Ha, Westlife, Jeff Beck and the Sugababes.
The 2005 event burned through £350,000 that could have been spent on libraries, helping older people and sports fields, bringing the total losses to over a million quid.

I'm dead disappointed - no pronouncement from Flo Clucas. *sigh*
She's apparently executive member for social care now:

If you search for her name at Guardian Unlimited, it's the first story that comes up.
